In order to enter Italian territory, a foreign national coming from a country outside the Schengen Area must:
- Present themselves at a border crossing point
- Hold a valid passport or an equivalent valid travel document
- Have documents justifying the purpose and conditions of the stay, as well as sufficient financial means
- Hold, if required, a valid entry or transit visa
- Not be flagged in the SIS, as a danger to public order or national security
A foreign national who is already resident in a Schengen State and who holds a residence permit is exempt from the visa requirement for stays of no more than 3 months, unless entry is for reasons of work, study or training.
If a foreign national does not meet one of the required conditions, they may be turned back by the border authorities even if they hold a valid entry visa.
What is the SIS?
SIS II is an information system used by the member countries of the Schengen Area to manage information relating to security and cooperation on immigration and borders.
The Schengen Area is a free-movement area comprising 26 European countries, in which border controls have been abolished. SIS II was designed to replace the original Schengen Information System (SIS) and to improve the ability of member countries to exchange information and cooperate on border security and the management of migration flows.
SIS II allows member countries to record and share information on suspicious persons and vehicles, as well as on the surveillance and expulsion measures taken in respect of those individuals. The system also makes it possible to carry out real-time searches and to receive alerts when a suspicious person or vehicle enters the Schengen Area.
SIS II is used by the authorities responsible for security and immigration, such as the police, border guards and intelligence services, to prevent the entry of persons who pose a danger to the security of the member countries and to identify and take action against those who represent a threat to security and public order.
The system is constantly monitored and checked to ensure the security and protection of personal data.
For example, information on suspicious persons and vehicles is deleted from the system as soon as it is no longer needed for investigations or no longer represents a threat to security.
